[chapter-delegates] Project Funding review still underway

Dear Chapter Delegates:

As you know, the Project Funding Committee was scheduled to make awards on
the applications for funding by yesterday. I regret that we will need to
delay the announcement until next week.

We received a large number of applications and we are working on them - all
members of the Committee are involved and we are, and have been, meeting
frequently. 

We are gratified we received these and we wish to dedicate the attention to
them, and to the strategic direction from the Board which we received, to
make sure we do our best to remain true to the charter we received.
