[chapter-delegates] MMM discussion on ISOC draft SOP

Dear Chapter Delegates:

Yesterday we had a special session of the very nice Monthly chats ('MMM')
that Andreu Vea has generously created and managed. The topic was the near
final draft of the ISOC Strategic Operating Plan. 

As he has for the chats to date, Rudi Vansnick and the Belgian Chapter have
kindly posted the transcript of the meeting, which was lead by Layman
Chapin.
