[Chapter-delegates] List Migration

Thank you, David, and everyone who has extended their thanks privately 
as well as on this list.

I would like to thank all of you, the subscribers of this list.  The 
chapter-delegates mailing list would not be what it is today without 
your contributions.  It has become the open forum for Chapters and ISOC 
I had always hoped it would become and I thank all of you for that.

There is always work to be done and I look forward to our continuing 
partnership.
