A little bit of experience sharing from Indonesia,
Indonesian government announced last year an initiative called "Indonesia Go
Open Source". Yet, this remains very much just in the paper because
apparently no one is willing to take responsibility if anything goes wrong
with any open source program. Primary problem is: most programmers in
Indonesia don't do Operating System. So, if you are going to put a stop to
bad business practice such as poorly done service packs, you should equip
your countrymen with appropriate weapon such as Linux source code editing
skills.
