You may want to read the above to gain some insight on how to proceed.

I think ISOC has earnmarked some money to do projects with chapters. I 
would suggest chapters in the affected areas make proposals to ISOC, 
while ISOC describes procedures on to get grants.

I think we can do a special fund/help raising on Asia, but ISOC should 
be mindful that it does not forfit projects in other areas in the world.
