[ECC-Council] Re: [chapter-delegates] more on the budget

I do not know if everyone on the ecc-council list is on the 
chapter-delegates list, although I suspect there is significant overlap. 
I am certain that the chapter-delegates list has subscribers not on the 
ecc-council list.

In any case, I would not want to simply copy everyone from either list to 
the other.  Each list's purpose is different and thus the list of 
subscribers is different.

Specifically, to be on chapter-delegates you must be an officer of a 
Chapter.  I do not understand that to be true of the ecc-council list.

In the other direction, we permit Chapter Board Members to be subscribed 
to the chapter-delegates.  Would you want all of them subscribed to 
ecc-council?
