[chapter-delegates] 6 chapters to be dissolved

I think it is important to state in your message to all the members of 
these chapters that they remain members of ISOC.

For Spain-Andalusia and Rusia-Tatarstan I think you can propose to the 
members to re-associate themselves with the Russian and Spanish chapters.
