[chapter-delegates] Better Communications

hi all,
Firstly, many sincere thanks to Jim et al for completing the task of
opening the list. I consider it to be a great milestone after the
detailed discussion threads that we had.
As I understand that leaves two other sticky issues where chapters
continue to concur and as I understand have also been agreed by ISOC
HQ.
1. As highlighted by Frank: Translations of the main pages on the
isoc.org website with flags that take other language speakers to the
pages in their language.
2. A membership system that tracks member details and offers integrated
list management functions:

I have also shared a rudimentary specification for what we require and
from the few dozen chapters I have spoken to, they suggested almost the
identical needs. I remain concerned that the system that has so far
taken > 1 year - without any specifications shared - will not meet the
needs of chapters.
Bottom line is that if we want better communications then I believe
that we need to get our infrastructure right. I'm also concerned about
talking about new ways to communicate when we don't have the 'old' and
proven means working. I would consider the mailing and membership lists
as core requirements for the discussion of other communications tools.
