[chapter-delegates] New ISOC Membership System - Chapter volunteer testing - status update

Dear Chapter Delegates,

We have now completed the phase of the new Membership System testing by
chapter volunteers.  As a result of this testing we have made some
changes/corrections to the membership system.  There are other issues
that were identified during the testing which we will look to implement
now or in a future upgrade.

We will continue to work with our chapter volunteer testers and ask them
to re-test areas that were changed or that we are in the process of
changing.

We expect to be able to get a few more changes incorporated into the
system and then we will proceed with a rollout to all our chapters
delegates.  Once the chapters are all setup and confirmed then we will
proceed with an all member rollout.

Please note that the all member roll-out can not begin until all
Chapters have been setup and confirmed.  The reason is because Chapters
will not be available to members unless they are setup and confirmed.
This is what you would expect for new Chapters, but since the system is
new all Chapters are "new" this first time.
