I suggest a simple basis for answering this:

 1. Posit 'global' operational semantics.  Ports, DNS, etc.
 2. If a network constrains or alters that semantic, it is an Internet,
    but is not (fully) part of /the/ Internet.

Split DNS becomes an obvious example.
