On Jan 2, 1992, you sent a message with an status update saying that
ISOC passed a major milestone and that the initial charter was
approved by RARE, EDUCOM and CNRI, and that the Board of Trustees
meeting was planned for June during Inet 92 in Kobe.

On the paperwork, the bylaws said:
