I would advocate allowing papers from more than ten years before the current conference remain eligible for ToT Award.

Collecting six papers now seems like overkill.  I think 2-3 per year for the next few years at least seems more appropriate, while given the others a second chance.

BTW - USENIX Security chooses ToT Award papers that may be more than 10 years old - however, they typically only do one per year.  I like doing 2-3.

Then the committee next year can do 2005-2010, then
start with just the precise tenth previous year in 2021.
That can be a separate consideration, but whether we consider
the range to be 1995-2009 or 1995-2009, I would strongly prefer
to pick all six of the papers with 5 or more points.
