I suppose I first met Fred in 1992, and while he was IETF Chair and I was IAB Chair we worked together constantly. I especially remember when we went together to the Old Executive Office building in Washington D.C. to speak with Ira Magaziner as he planned the Clinton/Gore Administration's Internet policy. Fred was dressed in IETF style and I had a suit and tie, but I think Fred made a much greater impression. I was also fortunate to work with Fred on numerous technical issues over the years. He was a good colleague, very polite but firm when necessary, and with no disrespect to anyone else, he was undoubtedly the best Chair the IETF has ever had. I believe it was Fred who first observed that "The Internet runs on Proposed Standards." RFC 1812 stands as proof of that.
