[Chapter-delegates] Final Call for Input on the Chapter Charter Agreement (Deadline: 15 September)

Dear colleagues,
After reviewing the Chapter DNA, the document connecting it to the proposed
Charter, and the first draft of the new Chapter Charter Agreement, I
believe there is still a fundamental question that deserves further
discussion.
I fully understand and support the objective behind the Chapter DNA: moving
from a model focused mainly on administrative compliance and activity
counts toward healthier, more resilient and more impactful Chapters. The
three pillars of Health, Resilience and Impact are reasonable and valuable
aspirations for our community.
What remains unclear to me is the assumption that achieving these
objectives requires translating the Chapter DNA into new binding Charter
obligations. The documents explain that this is the intended direction, but
I have not yet seen evidence showing that the weaknesses identified in
Chapters are caused by the current Charter itself, nor that changing the
Charter will produce the desired improvements.
This distinction matters. If a Chapter has weak member engagement, limited
succession, insufficient funding, low institutional capacity or
difficulties demonstrating impact, these problems may arise from local
conditions, resources, support, leadership pipelines or implementation
challenges. Turning those expectations into contractual requirements does
not necessarily solve the underlying causes.
There is also a possible contradiction that I think we should examine
carefully. The Chapter DNA proposes moving beyond a compliance-centered
model. However, if Health, Resilience and Impact are translated into
mandatory contractual requirements, we may unintentionally replace one form
of compliance with another — this time involving qualitative concepts that
may be even more complex to assess and document.
Before changing the Charter, and particularly before introducing provisions
that may require Chapters to amend their own bylaws or governance
arrangements, I believe we should ask:
What specific problems have been identified with the current Charter?
What evidence shows that those problems are caused by the Charter rather
than by implementation, capacity, resources or support?
What alternatives were considered?
Could the Chapter DNA objectives be implemented first through improved
evaluation criteria, capacity building, incentives, shared tools and
targeted support?
What evidence supports the expectation that changing the Charter will
itself lead to healthier, more resilient and more impactful Chapters?
In my view, this is not an argument against the Chapter DNA or against
improving the Chapter framework. It is a question of choosing the right
instrument and ensuring that any intervention is evidence-based,
proportionate and necessary.
If our goal is less bureaucracy, stronger Chapters and more meaningful
impact, we should be careful not to achieve the opposite result by
converting a vision designed to move beyond compliance into a new layer of
contractual compliance.
