Dear Chapter Colleagues,
As we approach the 2027 ChAC Steering Committee elections, I believe Chapters deserve clear answers from every candidate, particularly regarding the proposed Chapter Charter Agreement.
This is one of the most consequential discussions currently facing our Chapter community. It raises fundamental questions about autonomy, governance, new obligations, institutional independence, and the relationship between Chapters and ISOC.
I would therefore encourage every candidate to state their position clearly on the following questions:
Chapter autonomy: Do you support the proposed requirements for prior ISOC approval of changes to Chapter bylaws and restrictions on public statements that may differ from ISOC’s positions?
New obligations: Do you believe the additional governance, reporting, residency, and operational requirements are justified, proportionate, and realistic for primarily volunteer-driven Chapters?
Evidence and resources: Should ISOC demonstrate which specific problems these new requirements are intended to solve, and provide evidence of their expected benefits and the resources needed for implementation?
Decision-making: Do you support a genuinely bottom-up process in which Chapters participate in defining the problems and solutions, rather than merely commenting on successive drafts?
Representation: If elected, what concrete actions will you take to ensure that Chapter concerns are reflected in the final agreement and that unresolved objections are transparently documented and addressed?
For candidates who have previously served on the ChAC Steering Committee, it would also be important to understand what actions they have taken on these issues, what positions they have expressed, and what results they have achieved.
For new candidates, we should hear their positions and specific commitments.
I recognize that not all contributions are publicly visible. That makes it even more important for candidates to explain their involvement and views directly.
We should not have to elect representatives without knowing where they stand on an agreement that could significantly affect the future of our Chapters.
I encourage candidates to respond to these questions before voting begins on October 22, so that every Chapter can make an informed decision based on clear positions, demonstrated actions, and concrete commitments.
Best regards,
Carlos Vera Quintana

> I am the President of the Brazil Chapter since 2018, now in my third (and final) 3-year term, and a candidate to be reelected to the Chapters Advisory Council Steering Committee, of which I am a member since 2024 and the current Chair since January 2025.
> I am Professor Emeritus for Computer Science and Engineering at UFRGS, in Porto Alegre, one of the top Universities in Brazil. I have been very active in the national and international Internet Governance ecosystem for almost 20 years. I was a Board member of CGI.br, the Brazilian Internet Steering Committee, for three terms, and a Board member of NIC.br, the Brazilian Network Information Center, for two terms. Since 2017 I am the permanent chair of the Programme Committee of the Brazilian IGF. I was also very active in the organization of the two NETmundial events. I served as a member of the MAG, the IGF Multistakeholder Advisory Group, from 2015 to 2017 and also in 2025. I am currently a member of the Executive Committee of IGFSA, the IGF Support Association, which supports both the global IGF and many NRIs (national, regional, sub-regional and youth IGFs).
> At ISOC Brazil, we develop a very broad range of technical, educational and public policy-related activities, covering many relevant topics, such as community networks and meaningful connectivity, encryption and cybersecurity, intermediary liability, and digital sovereignty. In these activities, we managed to engage dozens of our Chapter members in very active roles. We built a solid relationship with the ISOC staff and contributed to many ISOC initiatives, such as the Internet Impact Assessment Toolkit, the Framework on Intermediary Liability, the Policy Brief on Age Verification and Online Safety, and the Online Trust and Safety Hub. I am using this experience to help build better connections between the ChAC and the ISOC Board of Trustees and senior staff.
> If reelected to the ChAC Steering Committee, I want to give priority to three main objectives:
> Increase chapters engagement in the discussion of ISOC priorities, positions and programs - It is my firm belief that chapters need to be much more involved in discussing ISOC priorities, positions, programs and action plans. The ChAC must promote a structured dialogue between the chapters regarding those strategic aspects, and serve as a primary channel to convey important contributions from the chapters to the ISOC's Board of Trustees and senior staff.
> Increase cooperation between chapters - The ChAC must work closely with the ISOC staff to help create many more opportunities for exchange of information and joint activities between chapters, so that they learn from each other and develop collaborative initiatives in various dimensions.
> Continue the implementation of the ChAC Action Plan – The ChAC is leading, in very close cooperation with the ISOC staff, various activities that are of great relevance to the chapters, for instance:
> - the Chapter Content Archival Project, which is being implemented in a cooperation between the Mexico and US New York Chapters, with funding from the ISOC Foundation, and will establish a robust system for the ISOC global community for document archival and audiovisual generation;
> - the revision of the Chapter Charter Agreement and of the annual chapter performance evaluation criteria, which shall reflect a new model for chapter health, resilience and impact,
> - the implementation of an annual event to bring together chapter leaders and discuss modalities for chapter engagement, collaboration, and support, of which a pilot edition will be held at Day Zero of the IGF 2026 in Nairobi, Kenya;
> - support to better onboarding of new chapters and chapter leaders; and
> - support chapters by peer mentorship.
> If reelected to the Steering Committee, I want to support the successful continuation / conclusion of these activities, and, of course, enrich and extend the ChAC Action Plan with new activities following chapters input and deliberation.
