[Chapter-delegates] Application to start an Internet Society Chapter: Lao People's Democratic Republic (Laos)

From the ISOC Colombia Chapter we support the creation of this new chapter. The letter seems to have clear chapter objectives, and we think it is ready to be part of this community of ISOC's Chapter.
