[Chapter-delegates] Internet Society Nominating Committee

Highlighting a point that Ted made:

It's more than "encourage": in addition to general encouragement of
volunteers, we always specifically ask the ChAC and the OMAC each to
choose one Nominations Committee member; this year, Lars is the member
sent by the OMAC and Emmanuel is the one from the ChAC.  That assures
us that there will always be someone on the committee who comes from
each of those communities.  And the committee members who are not
Trustees have the same status on the committee as do those who are
Trustees (and the same is true of the Elections Committee).

So I'm not sure what situation Olivier is concerned about, as this
year's Nominations Committee has three members associated with the
Organization Members (Ted, Kathleen, and Lars), one associated with
the Chapters (Emmanuel), and one associated with the IETF (Victor).
