Background:
Policymakers around the world are thinking about best practices to protect submarine infrastructure. The European Commission has published interesting work on this subject, triggered by the incidents involving cables in the Baltic Sea. There are interesting learnings from these and other practices around the world. This policy paper develops a set of recommendations to increase resilience and to protect an infrastructure that, despite being invisible, is critical for the global Internet to exist.
