[Chapter-delegates] Suspension of Chapter Facebook pages for "impersonation"

Hi all,

Pages that were taken offline/blocked etc were lost. Those that were
suspended are still being worked on to get back online; by both Meta and
LCI teams. Unfortunately I do not have real details.
