[Chapter-delegates] Chapter advice on live streaming

Hi Hank,

As I said on the call, this is the first time advice has come in since I
became chair, and it may well be that I did not follow the expected steps.
My apologies if so; no offense was meant.  I sent the response to Cheryl as
she had sent the message to the board and to the chapter delegates list
because they had been polled to approve the advice.  Missing the steering
committee in that was not meant to imply anything about the exchange.  I
had simply assumed that they would also be on the delegates list.
