[Chapter-delegates] Call for Independent Election Observer

Hi All,

The Election Committee has received a couple of responses, which will be
considered at a meeting on Monday.

What I had missed, is that there is an updated list of Election Observer
volunteers at

I apologize to those volunteers for this oversight, and hope and trust
that I have not precipitated a number of similar email calls that gum up
the Chapter Dels list!
