[Chapter-delegates] SIG/SGs + Chapters

All Chapter Leaders are excluded from holding more such a position with
more than one Chapter, or any Standing Group (SG), or Special Interest
Group (SIG).

The SG/SIGs at least do get observer status in the ChAC. So, although
limited, there is at least some intercommunication.

There was a recent SG/SIG leader call, in which, I am told, those leaders
talked about the achievements of their groups.

I requested to ISOC to view the recording, hoping to find something to pass
along to Chapters/members, and was told  "Meeting was for current
leadership and past chairs and vice chairs."

Is this silo-ing a) necessary / b) desirable?
