Thank you all and agreed that it would be great to hear lessons learned from the two chapters – I’m sure others would be interested.
As a small update, Yrjo from ISOC Finland shared this with me:
“[…] now all three substance committees – Transport and Communications, Administration and Constitutional Committee – have taken a stand against mandatory client-side scanning. The matter goes now back to the Grand Committee, which had asked for their opinion since it itself was divided on the question.”
This is an excellent development as the Grand Committee is expected to form its position using evidence from the substance committees. For those interested in the interplay between Finnish national policy and EU policy, this link<https://www.eduskunta.fi/EN/valiokunnat/suuri_valiokunta/Pages/default.aspx> may be helpful.
Best,
Callum

Good work from ISOC Finland and ISOC NL -- it'd be good if the key success strategy used can be shared with the communities!
Thanks,
Charles

Dear all,
I would like to share a quick update and recognition from the European region.
As many of you will have heard, ISOC NL did a fantastic job of engaging with the Dutch government in September, which resulted in the publication of a government position that backs strong encryption and rejects client-side scanning<https://gegevensmagazijn.tweedekamer.nl/SyncFeed/2.0/Resources/6b0e965e-76c0-489a-a253-1cb81d1bace8>.
The good news continues as last month our ISOC Finland Chapter<https://siy.fi/> was invited to give expert testimony at the Finnish Committee on Transport and Communications on this same exact topic. ISOC Finland member Timo Kiravuo spoke at the hearing and was able to emphasize the far-reaching impact of the proposed legislation not only on privacy and fundamental rights, but also the impact on European businesses that would struggle to comply with client-side scanning obligations.
Fantastic work to the ISOC Finland team for being recognized as an expert in this field and for rising to the occasion! This intervention was important as Finland’s position on the EU child sexual abuse regulation has been unstable, with indications that Finland might support mandatory client-side scanning in encrypted environments<https://www.globalencryption.org/2024/09/gec-steering-committee-statement-on-9-september-text-of-the-european-csa-regulation/>.
We will need to monitor how this file develops in the coming months and we encourage all EU-based chapters to keep up the pressure. Myself and my colleague David Frautschy are here to support however we can. Thank you for all that you do.
Best,
Callum Voge, Director – Government Affairs and Advocacy
