[Chapter-delegates] Election Observer Request

Hi Stuart,

I would note

1) that I already made a similar request on behalf of the NYC Chapter to
this list, and there were two responses. I will follow up with those and
you.

2) that there is already (and I, like you, was ignorant of this - until I
checked) an existing pool  of volunteers, which Chapter Support must have
gone to some effort to assemble, at
