[Chapter-delegates] Chapter Formation in Iraq

Hi everyone,
Giving an opinion here for similar debates in the future: even if this
wasn't a legal constraint, I don't think it is up to us to decide on the
name a chapter will adopt. They can have an official/company name and a
trade name (the one they are known for), and, if there is no requirement
from ISOC as an organization about this, I do not believe it would be a
good practice to have other chapters deciding about the adequacy or not of
the name, if it is not something widely considered as immoral or illegal.
