How many significant recommendations has the Chapters committee made to the
board in the last, say, 4 years.
We both know the answer is none. Until that changes, saying that
everything go through the Chapters committee is deceptive. You should
instead say, as some do, that the Chapters should not have a voice.
Is that what you mean?
Knowing your record, I don't think you do.

AFIK, the only significant recommendation the Chapters committee ever made
was the 3% for chapters. The board told us to forget it in a secret session.
