[Chapter-delegates] Funds from-to Chapters? -was- ISOC LIVE

Dear Wyn,

As Andrew said, we are all well aware of the chapters that have problems to get funds. It is well described in his reply. I understand there is substantial work by the staff to solve this problems along with chapter leaders. However, I strongly believe it is important that Chapters act proactively towards putting ideas and solutions in this and other maters either as individual organizations or through the ChAC. In that way, every part of ISOC can work towards a better society.
