[Chapter-delegates] Invitation to Observe ISOC Board Meeting (9-10 March)

The Internet Society meeting was done by then. There is a different zoom meeting for the Foundation: https://isoc.zoom.us/j/85213209215 We're in that session now, though the open session will come to an end fairly soon.
