[Chapter-delegates] Hurricane Beryl

Just to let you know that "hearts and prayers" have gotten a slightly
derogatory notion these days (after a lot of people who could have
actually enacted legislation to avoid stuff like school shootings
have just offered "hearts and prayers"...
