[Chapter-delegates] Delegation of .LB ccTLD management to ISOC-LB

Congratulations to the ISOC-LB Chapter for stepping up to lead the .LB
ccTLD!
ISOC-IL has been managing Israel's ccTLD since 1997 and would be happy to
be in touch with the Lebanon Chapter, as well as any other chapters
beginning to manage a ccTLD, and to contribute from our professional
experience.
