[Chapter-delegates] Delegation of .LB ccTLD management to ISOC-LB

Dear Jack,

Congratulations to ISOC Lebanon for coming forward to take such an
important task for internet governance and administration for your region
and in fact the world. It's great to see chapters being in a position to
contribute and an impact like that! And it's also great to see that the
ISOC Foundation can support your effort too.
