[Chapter-delegates] Facebook scam spam solution

I got many of these too. Apparently Meta has been outsourcing the handling
of these complaints while downsizing their staff, so it's a general and
global problem. I also wonder if folks have received such messages in their
own languages too, because for me, I got most of them in Chinese, with a
few in English. If it is in all different languages then it may indicate a
global group operation. If it is only in Chinese and English, then I would
have to suspect them to be China-originated :)
