[Chapter-delegates] Application to start an Internet Society Chapter in Nepal: Peer-Review

It was great to hear about the rejuvenating ISOC Nepal chapter.
Most of the ISOC members from Nepal were very active. I would like to show
my full support for the chapter rejuvenation.
