[Chapter-delegates] A call to chapters’ action

+1 Veni.

For example, Chapters proactively made their views clear regarding the PIR 
sell-off, even if the then Chapters' Advisory Committee (ChAC) had to repeat the 
process following criticism from the powers that be. Chapters have also been 
vocal about personnel changes (Raj, Rinalia, Joly) and funding. And lately, 
Chapters have also aired their issues with the new AMS - Fonteva, even as ISOC 
Central/HQ claims that Chapters had been sufficiently consulted before-hand (I 
can't imagine that any Chapter Leader would approve of Fonteva/SalesForce.com as 
it is).
