[Chapter-delegates] A call to chapters’ action

Just one clarification below.

Chapters and chapter members have been proactive through the years; 
nothing that happens today is new, and/or it has happened at some point 
in the past. We have discussed different ways of making chapters more 
actively engaged in the ISOC's life, and vice versa, so I just want to 
cool down the expectations.
There has been a constant lack of enough understanding at some levels 
about the importance of the chapters in ISOC, and they have been largely 
underused.
As you may have noticed, I don't participate in the current discussion, 
as we have seen this over, and over, and over, and over...
