A. Proposed name of the Chapter
The name for the chapter should be ISOC Bolivia Chapter.
B. Community of Interest the Chapter will to serve
This Chapter will serve persons who live or work in Bolivia.
C. Purpose and Scope of Chapter
We intend to promote the development and the use of Internet in Bolivia, =
by
trying to influence every segment of our society (government, private =
sector
and civil society) through the awareness of seeking polices in this =
matter.
This, task should be better achieve if we have the backup of ISOC and =
also
if we can generate better relations with other international =
organizations
such as ICANN, IGF, LACNIC, LACTLD and eLAC2010, among others.
At 2009 Bolivia has only a 4% of Internet penetration and according to =
the
Digital Opportunity Index (DOI), made by ITU in 2007; Bolivia occupies =
the
31 position of 35 countries in North, Central and South America. This
indicators show the internal and external digital gap of our country and
demostrates the importance for generate significant actions in order to
improve the use of Internet in Bolivia.
As an ISOC Chapter we will try to generate better understanding of
technical, legal and social aspects of Internet trough congresses, =
courses,
symposiums, and others types of training in these area, we also be =
offering
documentation and information concerning the Internet and we will try to
facilitate any technical and legal advice necessary for the better
development of the net. We also are interested in the development of
relationships with ISOC member communities of other countries.

There is no specific law or regulations that a non-profit, civil
organization that is seeking to promote the development and the use of
Internet is needed to fur fill in order to be able to do so in Bolivia, =
just
have to follow the civil law to form a non-profit organization in our
country.
G. Additional Information
We have the support of "National Agency for the Development of the
Information Society in Bolivia" (ADSIB), this government agency works =
under
the mandate of the Vice-presidency of the Republic with the promotion of =
ICT
policies and implementation of projects in areas such as e-education,
e-commerce and e-government and also manages the Country Code Top Level
Domain ".bo" (ccTLD.bo).

In general our objectives of "ISOC Bolivia Chapter" shall be as follows:
a) To promote the development and the use of Internet in Bolivia.
b) To act as a local reference point for technical, social and
educational matters concerning the Internet.
c) To promote the open development and evolution of the Internet, =
its
services and contents.
d) To locally promote the values and goals of the Internet Society
(hereinafter ISOC).
e) To organize congresses, courses, symposiums, and/or debates =
seeking
to inform about matters concerning the Internet.
f) To facilitate and promote the development of the means necessary =
for
offering documentation and/or information concerning the Internet.
g) To establish close communication and contact between ISOC =
members
residing in Bolivia.
h) To offer any general, technical, and legal advice necessary for =

better development of the Internet community.
i) To promote investigation concerning the Internet.
j) To promote and facilitate the development of relationships with =
ISOC
