[Chapter-delegates] ISOC's regional engagement

Hi,

Here is the explanation of Public Support Test which rules the US based charity organizations -as ISOC. It is not trivial to understand the limits and rules as it depends on a 5 year rolling average variables.

A key need that has been outlined in available reports is to diversify income from other sources than PIR. Further donations and contributions from members and donors will certainly improve current (and near future) situation.
