And, of course, if ISO changes 3166 again, we will follow the new naming rules. As I've already tried to point out, that is why we use a standard for this.

I don't understand what you mean about how the Internet Society recognizes ".CAT". Last I looked, it is a TLD that ICANN decided to put into the root zone, and the Internet Society recognizes the IANA root as the Internet's root zone. I believe the Internet Society also recognizes ICANN's processes for deciding what goes in the root zone. There are no non-ASCII ISO country codes, either, but ICANN developed a process for deciding how such "country code IDNs" could be permitted too. I don't believe the Internet Society has any positions about any of that. If you go trolling through various Internet archives, I suspect you are likely to come across some of my personal (and in some cases, then-professional) opinions about all these matters. But those aren't Internet Society positions.

There is no requirement for a 1:1 relationship between a country and a chapter. It might be interesting to review the policies at https://www.internetsociety.org/chapters/start/policies/. Chapters may cover any territory so long as they do not duplicate the same coverage. So, for instance, where I live there is a Canada Chapter but also a Canada Manitoba Chapter and a Canada Québec Chapter. The Catalonia Chapter from our point of view is the Spain Catalonia Chapter, which is in keeping with the ISO 3166 sub-region ES-CT.
