[Chapter-delegates] "A free and open internet cannot be taken for granted" -- article from Vint

Thanks, Charles.
Couple of comments.
First, the article is not by Vint. It’s coauthored by him and the UN Tech
Envoy.
To remind you, he’s the one, who said that the technical organizations
mentioned in the article, are part of the… civil society!?
And the UN Secretary-General policy brief that he advertises in the article
(I guess the paragraph is written by him, and not by Vint), is full with
errors.

On the quoted in the article:
“In a recent comprehensive policy paper, U.N. Secretary-General Antonio
Guterres called for protecting the global nature of the internet and the
physical infrastructure that underpins it. He underlined that the
internet's long-established multistakeholder institutions need more
support, not less.”
We go to the actual policy brief and see point 25:
*"...we must protect the global nature of the Internet and the physical
infrastructure that underpins it. The Internet is governed by
long-established multi-stakeholder institutions. While legal and regulatory
approaches may differ among jurisdictions, concerted efforts must be made
to maintain active policy compatibility and the interoperability of the
Internet."*
To which context is needed: Although certain aspects of the Internet are
coordinated by organizations with multistakeholder participation, it is not
accurate to claim that the Internet is governed by specific institutions.
The Internet is a network of networks, spanning local, national, regional,
and global levels, governed by various rules and regulations (or lack
thereof), while maintaining interoperability through common technical
standards.
Second, while co-signing this article, the Tech Emvoy is also promoting the
UNSG idea that there is a need (is there?) for a new, multilateral, digital
governance forum. If it is created (depends on member states, decision will
be taken next year), what would happen with the IGF?
