[Chapter-delegates] Friendly Reminder: Chapter communication functionality in the new AMS (Fonteva) - Action needed by 15 Nov!

Thanks, Rama.
Is it on purpose that the new role (for Fontiva) is only active until 
the end of the year and the system won't accept date after Dec. 31st?
