[Chapter-delegates] ISOC - CL : Updated Link: ISOC - CL : 2023 Chapter Leadership Program

Thank you for the heads-up Rama, the objective of getting as many Chapter 
Leaders as possible to sign-up for the course is a /good thing/. What i'm 
wondering then is, given that you want to encourage sign-ups, why send the links 
thru *Box*? That is a rather roundabout way of doing it.

Also, if you're going for maximum reach, why not share this invitation to the 
Chapter Delegates on elists.isoc.org? Is there some policy that dictates use of 
*Connect* in lieu of the more straightforward elists?

*Connect* has several problems, not least of which it tends to munge (mutilate!) 
and auto-truncate email messages (leaving out much of the thread and therefore 
context). Even the links you provided below are obfuscated when read in 
*Connect*'s full HTML. Plain text links are not only simple and straightforward, 
they are also a safety feature (obfuscated links being a favorite tactic of 
spammers and scammers). I am assuming that these links need not be private or 
confidential (the justification for *Box*), and thus need not be obfuscated by 
*Connect* or sent via *Box*.

I hope we try to Keep It Simple, as even plain-text links sent to those 
unfamiliar with the ISOC Learn LMS can be difficult to follow. (I was a mentor 
at the launch of this "new" LMS, and even with clear links and a supplementary 
PDF FAQ, and hand-holding follow-up support, some of the new learners had 
difficulties).
