[Chapter-delegates] Passing Away of Nabil Bukhalid, Vice- President of Lebanon Internet Society Chapter

Really sad and shocking news, and a huge loss. Nabil was a true
pioneer who accomplished so much.

On behalf of the Finnish Internet Association (SIY), our sincerest
condolences to Nabil's family and the whole Lebanese Internet
community.
