[Chapter-delegates] Passing Away of Nabil Bukhalid, Vice- President of Lebanon Internet Society Chapter

Wow - this came in as a shock. Nabil was not only a visionary but also a 
believer and a doer - which means that when he believed in something he 
wouldn't just talk about it, he would actually do something about it. 
That that's exactly what he did with the Internet in Lebanon, with .LB, 
with everything else. It was a pleasure to work with him on the Chapter 
Advisory Council. I shall miss him.
On behalf of the UK Chapter of the Internet Society, I'd like to say 
"thank you" to Nabil, and also send our condolences to Nabil's 
colleagues and family.
