[Chapter-delegates] What is the purpose of the petition process? (Re: Petition filed by Caleb Ogundele to be added to Election Slate)

Can someone point to (or even outline) the rationale for the petition 
process?

I had assumed that it was to resolve some procedural unfairness that 
would otherwise exclude candidates who for some reason beyond their 
control had been unable to accept nomination on time, but I note that 
there are several petitions and they don't all appear to explain the 
extenuating circumstances giving rise to the petition. Presumably I have 
misunderstood something.
