[Chapter-delegates] Software for ISOC chapter elections

I am currently organizing elections for both ISOC-NY and ISOC -DC

I plan to use Opavote. NYC Mesh used it for their elections earlier in the
year and it works great. It has features like ranked, and even tiered
voting.
