I have promoted not using a special software, but holding elections the 
usual way, similar to physical elections with paper ballots and a ballot 
box.

Technically you only need some neutral mechanism to deliver pseudonyms 
for that kind of election, after that the pseudonymous votes can be cast 
on any public bulletin board. You can read about it here:

I have written a bulletin board prototype to try out different ways to 
organise that kind of election, also implementing some basic 
cryptographic proofs, but usually they are not needed. The prototype is

I argue that for Internet voting you still have to make an effort to 
ensure they are democratic. You cannot really pay some amount of money 
to magically make it democratic, this is a joint effort of the voters 
and the election commission.

This kind of voter education for basic cryptographic protocols of 
Internet voting I find specifically fitting for the Internet Society 
chapters. Why not give it a try?

I have helped to run this kind of election for example for Estonian 
Green Party which has about 800 members just to test the concept in that 
kind of environment and it went well.

For ISOC Estonia chapter we have currently used good old paper ballot 
elections or public voting for the whole board at once.
