The chapter-delegates list is for chapter delegates to get announcements and also to discuss with one another.  If I understand you correctly, you are proposing a change where chapter-delegates-announce contains only announcements (and doesn't allow posting) and the discussion would happen on chapter-delegates?  The difficulty, I think, is that the announcements often come from chapter delegates themselves (such as about their chapters' executive elections outcomes), and so the announcements list needs to be open to all chapter delegates.  It seems to me, then, that creating the split list would simply move the traffic of congratulatory messages from chapter-delegates to -announce, and -announce is the one where everyone needs to be.  (A solution of making -announce moderated presents the problem that we'd need someone to moderate the list, and we don't currently have anyone to do that.  If there is a crew of chapter delegates prepared to do that moderation, then we could look at creating this feature after MemberNova is replaced.)

Chapter delegates and the ChAC could, of course, establish a norm that congratulatory messages not be sent to the mailing list.  I refuse to have any staff opinion about whether that is a good idea.
