[Chapter-delegates] Chapter formation in Libya

Thanks Andrew for the comprehensive reply.

Internet Misr and ISOC Egypt will work with the colleagues in Libya to
assure unity of Internet community in Libya and to maintain the integrity
of the term 'Internet Society' and what it stands for, even if it wasn't a
registered trademark.
