[Chapter-delegates] Chapter formation in Libya

Thank you Hana,
I understand the effort that was put in bringing the stakeholders
together.. However, I see there is already an institution that has been
working in Libya for 10 years and registered itself as ISOC.ly and I don't
see them as official partners in the proposed chapter. However, I see them
hosting a North African IGF meeting in Libya next month in collaboration
with Government of Libya and other stakeholders. This implies that there
could be certain biases in Libya that could weaken the collaborative spirit
that I believe we should be fostering.
Recognizing the new team as an official ISOC chapter can make the
situation in Libya even more challenging and difficult to resolve. A
situation that I doubt anyone would like to see.
Thus, I still think that ISOC may need a more effective role than its usual
process of forwarding invitations to participate in the proposed chapter.
If ISOC executive team is not willing to play such a role at the moment, I
think our Members in Egypt might be capable of bringing the parties
together.
