[Chapter-delegates] Chapter formation in Libya

Thanks Hana for the update..
I can understand the situation.. however, knowing Libya, i am afraid that
such a step would fragment the community and weaken the impact that we
would like to see..
I suggest asking the founding team to put some effort in assuring that all
stakeholders are on the same page..
